We are looking for a motivated Analyst to grow our Municipal + District Finance Team in the areas of Development Impact Fees, District Formation and Administration, Fiscal and Economic Analysis, and Reimbursement Audits. Essentially we help communities fund their critical infrastructure needs now and into the future.

Harris has offices scattered throughout CAincluding Sacramento, Concord, Irvine, San Diego, Salinas, Los Angeles, and Ontario. The ideal candidate would work in a hybrid environment, working one day per week out of either our Sacramento or Irvine offices, with the balance of time working in a suitable home office.

Responsibilities & Duties
The Analyst role includes, but is not limited to, the following responsibilities and duties:

Performs data entry, preliminary analysis, research, technical writing, and other project related tasks assigned by the Project Directors, Managers, or EngineersGenerates and updates project documents utilizing MS Office SuitePerforms data entry duties by inputting information quickly and accurately from a variety of sources into a databaseCoordinates project schedules, updates tracking spreadsheets, and provides support to the teamPerforms increasingly complex, specialized research and analyzes financial, accounting, operational, and statistical data and prepares reports summarizing results.Prepares written technical components for proposals, analyses, and assessments Develops complex financial, economic, and feasibility analyses and assessments, including recommendations and alternative options Proofreads documents for grammar, spelling, punctuation, capitalization, sentence structure, redundancy, composition, style, etc.Assists with preparing client presentations and community outreachOccasionally interfaces with clients, the general public, and developersCommunicates clearly with supervisor, staff and other colleagues to address both project and staff issues that may arise.Basic Qualifications
Degree inFinance, Accounting, Business, Economics, Urban Planning, Engineering or Public Administration.A minimum of 2 years of relevant experience with projects and programs related to finance, analytical data, development impact fees, district formation and administration, or land development projects including planning, entitlements, economic analysis, or utility rate studies.Ability to use MS Office including advanced Excel.GIS experience andDatabase experience Must be an analytical thinker, excellent writer, communicator, well-organized, and detail-oriented.Strong proficiency with written and oral communication skills for diverse audiencesMust be able to multi-task and manage time to meet time-sensitive deadlines, interact with clients, train staff, oversee quality control, and make presentations to stakeholders.Basic proficiency with principles and practices of operational assessments and analysis, principles, methodologies, and practices of research and data collection.Be proactive, solution-oriented, collaborative, and work well with different team members in an efficient manner.Be curious and resourceful - proactively seek a deeper understanding of your work and ways to maximize the value for clients.Approach all work in accordance with Harris' .Some travel within California and Nevada may be required.Compensation and Benefits
The annual salary range for this position is $70,000-85,000.This will be dependent on the experience, expertise, and geographic location of the incoming candidate.
